Abstract

The essence of general civilizational phenomena of culture and management in their unity is revealed in the article on the basis of integration of achievements of different branches of science, genesis of development of culture, structure, forms, types of culture in management activity are shown, the interrelation of culture, management and information and their influence on the formation of a Person of the digital age culture is proved. The tendency of diversity of application of forms of management in the sphere of education, as state-public, innovative, adaptive, informational, public-state management, adaptive, situational, which are characteristic of the dominant types of cultures that determine the effectiveness of the process of management and management of cultural development, is experimentally revealed. The survey was attended by 1266 education leaders from 20 regions of Ukraine, which was 7, 3% of the total number of managers. The number of general secondary education institutions was 17 337 as of 2015/16. according to the Ministry of Education and Science of Ukraine. 60% of the respondents answered in the affirmative that the dominant form of management is administrative-command with bureaucratic support, dominated by authoritarian style of management in the hierarchical management vertical, low and medium level of formation of different types of cultures. As a consequence, cultural development and socialization of education recipients are not adequately met by public expectations, which negatively affects the quality of the country’s innovation progress, human development, cultural development of the individual and his or her activity. The most significant reasons include the legal discrepancy in practice of the dominant form of government in education in the civilization stage of the development of the information society in the country. A rigid hierarchical managerial vertical and a dominant administrative-command form of bureaucratic support were established (60% of respondents answered in the affirmative) and a dominant role-based bureaucratic organizational culture based on S.Handy’s typology based on the distribution of power and connected with it value system of the personality.
