Abstract

The attention of the article is concentrated upon the role of transparent management in reform changes of education as classic vector of state’s democratic development, as well as upon formula of new school and framework of state-community partnership. The results of survey among 1,266 education managers from 20 regions of Ukraine (it is 7.3% of total number of managers in 2015–16 academic year according to the data of the Ministry of Education and Science of Ukraine) prove the necessity of changes at the practical level. They say that 61.0% of managers support the changes, 27.0% — support only step-by-step changes, 9.0% — still undecided, 3.0% of managers do not need changes at all. Forms of community participation in versatile personality development as well as forms of education evolution and advancement of educational establishments, which were detected during management practice, are given. Aiming at acceleration of the processes of democratization of secondary education management, there were examined state-community interaction and mechanisms of its implementation. The mechanisms are based on credible, open and exhaustive information, on common ground and trust, child(anthropo)centrism. They provide possibility to ensure social responsibility to the community for collegiately taken decisions as well as initiate and support transformation of social-cultural environment and dominant influence of community factors on transparent management in education. There was defined the notion “social and pedagogical partnership”. Authorial stages of partner interaction development in state-community management of secondary education progress in towns are proposed, including the stage of mutual adaptation, stage of trusting relationship and stage of creative interaction; all having levels of evolution (initial, intermediate and advanced). The most common mechanisms of social partnership are given, including mechanisms of science-community counseling, public debates on the issues, expertise, community and expert monitoring and control.
