Abstract

In the article, the problem of the state-public and public-state administration in education and educational institution as democratic forms of government, as a new management paradigm that has to replace the administrative and bureaucratic system of education management that does not meet the requirements of modern society is covered. The essence and the specific phenomena of democratic management models is considered by the author as a coherent interaction between the state and the community in the management of education and educational institution whereas both types of control are interrelated, that is their common feature. The authored comparison of the features and the differences between them demonstrated that they differ in the dominance of one of the structures: if the influence of the state is prevailing, such control will be state-public; if the public dominates, then the management will be public-state. The differences between them lie in the fact that public-civil management has a vertical construction, is under state control and dictates terms for lower organizations. Social and public administration is carried out horizontally by the civil society structures and that it is the demonstration of democracy. This article presents a reasoned position of the heads of educational institutions as professionals who have to implement the democratic management model; it was found out that the supporters of public-state form of administration is the majority, though not all of them are prepared for a new form of leadership. The author outlines the necessary conditions that enable the implementation of the state and public administration, including a substantial improvement of the legalframework, promotion of active community participation in the direct management education around the vertical control, self-organizing communities under civil  administration, professional competence and readiness of a headmaster and managers of a comprehensive educational institution at various levels to share their responsibilities and cooperate with the community.
