Abstract

In the article of presents a model of estimation of activity of primary school. Parameters estimation models are very important for the public management of education, as well as consumers of educational services. The model includes indicators of resources, organization of educational process, outcomes of education. To ensure the quality of primary education it is necessary to use an adequate evaluation of the work of the primary school. In the modern system of government control of primary schools there are problems. In particular, the lack of formal criteria for the evaluation of the quality of primary education; orientation control on evaluation of resources of the school; the inconsistency in the regulations, which regulate the process control; the opacity of the system of government control over the primary school. The system of government control over the primary school covers static (subjects and objects of control) and dynamic (process control) components. The proposed model for evaluation of primary school takes into account the experience of the development of criteria for evaluation of primary school and dominant in scientifi c and pedagogical literature approaches to evaluation of educational institutions – evaluation of resources, process and results of education. In order to create a model of evaluation of primary school we have reduced the control objects in it, in order to optimize the process of control. Our model includes indicators of resources, because their evaluation is important for consumers of educational services, because it shows the comfort terms of primary education, and allows you to evaluate the work of school for their creation. Indicators for the evaluation of the resources of the primary school we have identified the following: basic documents, school premises, teaching staff, educational and methodical literature and finance. For evaluation of creation of necessary conditions for the process of education we propose indicators: the aesthetics of premises and grounds of the school, the implementation of the social function of school, compliance with sanitary norms, school management. The most important object of evaluation in elementary school defined the results of primary education, namely: the indicators of establishment of pupil as a subject of activity, the level of socialization, the level of development of creative abilities, the level of physical development; the level of educational achievements. Using our model of evaluation of an elementary school during the exercise of government control will allow you to get information about its compliance with the public and social requirements, determine the further strategy of the development of elementary education, make adjustments in the methodological support of the activities of elementary school, to analyze the activity of the organs of educational management about the ensure a functioning elementary school.
